Civil Society Institute |

The Civil Society Institute (CSI) is a non-governmental organization that aims to assist and promote the establishment of a free and democratic society in Armenia. Established in 1998 and formerly known as Civil Society Development Union, CSI has implemented a series of programs, research and publications surrounding the principles of democracy and human rights.
Since its founding, CSI has worked on and continues to carry out programs revolving around the following initiatives: civil society development, penal system reform, human rights advocacy and awareness, peacebuilding and conflict resolution, freedom of information and anti-corruption, youth empowerment, secondary education reform, advocacy and lobbying. The activities of CSI are geared towards increasing the efficacy of governmental bodies as well as non-governmental organizations while simultaneously supporting the development of civil society.
CSI’s Penal System Reform division promotes the reform process of the penitentiary system in Armenia. CSI aims to ensure and secure the protection of citizens’ human rights when they are in deprivation of their liberty. Furthermore, it seeks to encourage transparency and improvement of the penal system through monitoring of prisons, conducting research, publications, public awareness campaigns, lectures and conferences.
Other goals include increasing citizens’ awareness of their rights and liberties when they are under arrest or in detention. CSI also works to inform citizens who have already been deprived of their liberty about their human rights as well as their friends and family. Moreover, CSI works to provide recommendations and suggestions to governmental institutions about Armenia’s legislation compliance with these laws.
CSI conducted conferences and training programs for those ministries of Armenia that govern the closed institutions, which are the Ministry of Labor and Social Issues, Ministry of Education, Ministry of Justice and Ministry of Health. CSI staff conducted initial monitoring as well as visitations to these closed institutions. The closed institutions visited thus far have included the Abovyan youth penal colony, orphanages, special schools, elderly homes and psychiatric clinics.
Civil Society Institute has worked for fostering democratic principles, respect for human rights and civil society development in Armenia. It led campaigns for adoption of Freedom of Information Law, and ratification of the Optional Protocol to UN Convention against Torture Prevention, which included informing citizens, relevant governmental institutions, NGOs on the topics of the campaigns, training state and non-state actors, law drafting. CSI contributed in raising public awareness and professional preparedness of different stakeholders on the issues of human rights by production, broadcast and distribution of documentary films and video clips, through monitoring prisons, police and army and organizing public discussions, through printing various books, brochures and leaflets and training state and non-state actors on human rights issues. A web portal Human Rights in Armenia www.hra.am was launched by CSI in 2001 and for seven years it is updated every day, placing news, reports, case studies, interviews, blog postings, and other materials on human rights issues in Armenia.
Throughout the implementation of various projects and programs, CSI has established linkages with the following governmental structures and international organizations: the Police of Republic of Armenia, Ministry of Labor and Social Issues, Ministry of Health, Ministry of Education, Ministry of Justice, the Ombudsman, Organization for Security and Cooperation in Europe (OSCE), Penal Reform International (PRI), and the Association for the Prevention of Torture (APT). CSI also has representatives on the monitoring boards of the Ministry of Justice and the Police.
